Convention Headquarters
The 2026 Convention will be held at the Donald E. Stephens Convention Center, 5555 North River Road, Rosemont, Illinois from Tuesday, July 21 through Wednesday, July 22, 2026. The Credentials Committee will receive credentials between 3:00 p.m. and 5:00 p.m. on Monday, July 20 and beginning at 8:00 a.m. each day of the convention.
Credentials
Credential forms are enclosed in your credential call email and posted on the homepage of this website. Under Article IV, Section 2(B) of the Illinois AFL-CIO Constitution, the credential form must be in the office of the Illinois AFL-CIO Secretary Treasurer not less than thirty days prior to the opening of the convention (June 19, 2026). If a credential form(s) has not been filed prior to the opening of the convention on July 21, 2026, a delegate must bring the original credential form(s) with him/her to convention registration.
Good Standing Required
Organizations entitled to representation at the convention must have paid per capita tax through March 31, 2026. Representation will be based on the average number of members on which per capita was paid during the 24-month period ending March 31 of the convention year. Delegates who will be representing central bodies, district councils and statewide organizations must be from local unions that have paid per capita through March 31, 2026.
Committees
Under Article VI, Section 12 of the Illinois AFL-CIO Constitution, ten convention committees shall be appointed by the President. Committee members serve without compensation. Selection of committees will be made from credentials in the possession of the Illinois AFL-CIO as of June 19, 2026. Linked here is Committee sign-up sheet to select your preference of a committee. Committees will meet to consider resolutions. The time and location of the Committee meetings will be announced at the convention.
Representation
Affiliated local unions are entitled to representation as follows. One additional delegate is permitted for each 2,500 members over 10,000. Locals that are three months or more in arrears shall not be entitled to any delegates.

Central Bodies and Councils
Affiliated central bodies, building trades councils, district councils and statewide organizations are entitled to two (2) delegates and such delegates must be from local unions in good standing with the Illinois AFL-CIO. Unaffiliated organizations are not entitled to representation and no organization may be represented by proxy.
Constituency Groups
A state chapter of an AFL-CIO constituency group affiliated with the Illinois AFL-CIO may be admitted as an affiliate with one delegate and one vote in accordance with rules governing state central bodies. Such delegates shall be members of affiliated local unions in good standing with the Illinois AFL-CIO.
Selection of Delegates
Delegates shall be elected, selected or appointed in regular or special meetings of the organizations they represent or by referendum. Their credentials must be attested to by the principle officer and secretary of their organization.

The name and mailing address of the Illinois AFL-CIO Officers and Executive Board members; the name and mailing address of each organization including principal officer presently affiliated with the Illinois AFL-CIO; and each affiliate’s projected per capita voting strength.
Resolutions
Delegates who wish to introduce resolutions must email a Word document of each resolution to Secretary Treasurer Pat Devaney at [email protected]. The name of the delegate (typed or printed) and the name of the delegate’s local union and city should be placed at the top of the resolution. A sample resolution is linked here. Resolutions should be related to goals of Illinois’s labor movement. Resolutions are due by June 19, 2026. For more information, contact Pat Devaney at 217-544-4014.
Petitions, memorials, appeals, or amendments to the constitution to be considered at the convention must be signed by a duly authorized delegate or delegates and must be received by Secretary Treasurer Pat Devaney not less than thirty (30) days (June 19, 2026) prior to the opening of the convention via email at [email protected].
Housing
Delegates are to reserve their own rooms. Reservations can be made by calling the DoubleTree Chicago O’Hare at 847-292-3280 or online here. A special Illinois State AFL-CIO room rate has been established. When making reservations, please mention the “Illinois AFL- CIO” rate. Rates: Single/Double $189.00. The hotel’s cancellation policy is 24 hours prior to check-in date. Hotel reservation cut off date is June 29, 2026.
Special Provisions
The Secretary Treasurer shall distribute documents that comply with the above provisions. Any documents that do not comply with these provisions shall require unanimous consent of the convention delegates before presentation to the convention. The executive board may present resolutions at any time during the convention without requiring unanimous consent.
